Where and how to legally set up a facility at sea while strictly adhering to concession permits.
The Adriatic coast, with its thousands of islands and hidden coves, provides the perfect backdrop for luxury floating properties. However, the installation of a stationary platform, beach bar or private residences by the sea is not just a matter of finding a beautiful location. The Adriatic seabed is strictly protected, and the use of maritime property requires precise knowledge of the law and compliance with concession permits.
Whether you are planning a commercial project or a private oasis, it is crucial to understand the legal and technical framework of offshore anchoring.
1. Concessions and permits on maritime property
The sea and coast in the Republic of Croatia are a common good, which means that no one can privatize the sea surface. In order to legally place a floating object in a certain location, it is necessary to obtain concession or concession approval (depending on the purpose and size of the facility) from the competent county or local government unit.
The concession defines the exact GPS coordinates within which your platform may be located, the so-called polygon. Your facility must be secured so that, regardless of tides, winds and waves, it never goes outside the specified dimensions of the approved water area.
2. Ecological anchoring: Forget about destroying the seabed
Traditional methods of securing vessels and objects often involve throwing massive concrete blocks (so-called “corpo morto”) and dragging heavy chains along the bottom. Today, inspectorates and competent ministries have an extremely difficult time issuing permits for such systems, especially in areas where the protected seagrass Posidonia (lat. Posidonia oceanica), which is the lung of the Adriatic.
Modern nautical architecture relies on smarter solutions. By using “"spud pole" systems (fixing pylons) passing through the hull of the platform, the facility is stabilized by vertically resting on the bottom, without destructive pulling of the chains. This engineering approach not only guarantees the absolute stability of the facility within the concession area, but also proves the environmental awareness of the project, which significantly facilitates and accelerates the obtaining of the necessary permits.
3. Choosing the ideal location and water area
When looking for a location for your facility, it is necessary to analyze the microclimate conditions – wind rose, sea currents and bathymetry (bottom depth). Central Dalmatia, especially the archipelago and the indented coastline between Zadar and Šibenik, offers a handful of deep, naturally protected bays that are perfect for setting up “off-grid” platforms. These locations provide peace and privacy, while at the same time being close enough to nautical routes if your facility’s goal is to attract yachtsmen and sailors.
Furthermore, the anchoring systems are also adapted to specific requests for the installation of platforms on rivers (such as the Danube) or foreign markets (such as Greece), where each bottom requires a customized approach to fixing modular pontoons.
4. Precision maneuvering and placement
Once you have obtained the concession, arrival at the location and the installation itself must be carried out flawlessly. Platforms equipped with hydraulic thrusters or High Thrust outboard motors enable precise positioning at a given microlocation. Once the object is brought to the exact coordinates, stabilization systems (such as spud pylons) and active ballast control systems are activated, which transitions the platform from a mobile to a completely stationary state.
