Innovative tourist facilities, such as luxurious Mediterranean seaside houses or attractive floating villas beach bars, have become an absolute hit. Guests today are looking for exclusivity, privacy and direct contact with nature. But before you can serve the first cocktail on your new platform or welcome your first guests, the facility must go through the categorization process and meet the minimum technical requirements (MTU).
Bureaucracy can seem intimidating, but with a properly designed platform, the registration process becomes much faster and simpler. We provide an overview of the key steps for the legalization of your tourist facility on the water.
1. Defining status: Vessel or floating object?
The first step in legal classification is to determine the status of your platform. If your facility does not have its own propulsion and is permanently moored or anchored in one location (such as a stationary lounge bar), it is usually registered as floating object.
This distinction is extremely important because floating objects are subject to different rules of the Port Authority and the Croatian Register of Shipping (HRB) compared to classic vessels. However, if you opt for a mobile version (e.g. party boat with an integrated propulsion system), the registration process will be conducted according to the rules for commercial vessels.
2. Concession approval and location
To carry out economic activity at sea, you must have resolved the issue of location. Your facility must be located within the boundaries of the maritime domain for which a permit has been obtained. concession or concession approval. If the facility is placed within an existing marina or port, it is necessary to enter into a contract with the concessionaire of that area. The location must be safe, and the method of anchoring (such as environmentally friendly pylon spud) must be approved so as not to interfere with maritime traffic or damage the seabed.
3. Meeting the Minimum Technical Requirements (MTR)
Tourist inspectors and categorization commissions check whether your facility meets the strict MTU standards. This is where superior engineering comes to the fore:

4. Categorization by competent authorities

The application must be accompanied by evidence of ownership (or lease), technical documentation of the platform and proof of compliance with the MTU.
